Ensuring shipping and billing addresses match
Limiting the address book to one address
Some stores want to force the shipping and billing addresses to be the same to limit fraud risk.
The easiest way to do this is to set MAX_ADDRESS_BOOK_ENTRIES to 1 in the Admin > Configuration > Maxiumum Values page.
Just bear in mind that doing so means your store will not be able to allow customers to send gifts to their friends and familes at different addresses.
